On the air of the daily news program of the TV channel (Arlington, Virginia, USA), Vitaliy Panchenko, co-chairman of the International Maritime Association, commented on the problems of manning ships with Ukrainian sailors due to the armed aggression of the Russian Federation against Ukraine. In particular, he said that the order could allow Ukrainian sailors to take part in the management of ships.

"At once there are ships that Bulgarians, Romanians, stink youngsters look like. Stink to get to know, nothing to say. Ale, our port was our port, our place was, where we can practice, Ukrainian sailors could work. We can send a message to the president, we can , a president, not a sailor. I don’t understand why I’m in the building.” - Vitaly Panchenko commented.
